ZCWD Conducts Blessing and Inauguration of Major Water System Projects in Zamboanga City
May 5, 2025 – The Zamboanga City Water District (ZCWD) proudly held the Blessing and Ceremonial Valve Opening of several major water system projects: the Construction/Rehabilitation/Improvement of the Mangusu Water System, the Blessing and Inauguration of the Rancho Frio Water System at Barangay Vitali, and the Blessing, inauguration and Ceremonial Valve Opening of the New Cahumban Water System.
The Rancho Frio Water System, a project funded by the National Government through the Department of Public Works and Highways – Regional Office IX, is designed to supply potable water to up to 1,481 households across Vitali, Mangusu, Tictapul and Licomo. This project will provide additional water supply, commission the Mangusu water pipeline, maintain optimal pressure distribution, and ensure continuous 24/7 potable water delivery, significantly improving the water conditions in these barangays. A blessing and ceremonial turn over of the project was conducted between the contractor Genetian Builders – Atty. Infact, Bendimil Construction and Development Corporation to the DPWH – Regional Office IX, and finally to the ZCWD for operation and maintenance.
The New Cahumban Water System Project, funded by the Zamboanga City Government at Php 75,999,998.71, has a capacity of 1,944 cubic meters per day and will benefit at least 1,777 households across Tolosa, Lanzones, Buenakapok, Salaan, Guisao, Cacao, Lapakan, Cabaluay, and Culianan. This system will supplement the existing Tolosa Water System, maintain ideal pressure, and ensure reliable water supply, addressing the city’s ongoing water shortage and boosting local employment opportunities. A blessing, inauguration and ceremonial turn over of the project was conducted between the Zamboanga City Planning and Development Office to the City Engineer’s Office and finally to the ZCWD for operation and maintenance.
As part of ZCWD’s commitment to social responsibility and its continuing mission to provide “Water for All,” the ceremonial valve opening events were also marked by the distribution of school supplies to children living in the communities of Mangusu, Vitali, and Tolosa. This meaningful gesture highlights ZCWD’s dedication not only to delivering essential water services but also to uplifting the lives of residents in the areas it serves.
The event was graced by members of the ZCWD Board of Directors, represented by Secretary John Federick P. Ruiz and Board Member Alan B. Dela Cruz, along with ZCWD General Manager Reynaldo R. Cabilin, Assistant General Managers Engr. Marli P. Acosta-De Fiesta, Atty. Mark Allen M. Paredes, and Louella A. Aguilera, as well as department managers and key industry partners. Special acknowledgment goes to DPWH RO IX Regional Director Engr. Cayamombao D. Dia, represented by Engr. Christopher P. Lopez and Genetian Builders – Atty. In fact, Bendimil Construction and Development Corporation represented by Sarah Grace P. Dimaano for the Rancho Frio Water System, and for the Zamboanga City Planning and Development Office led by EnP. Ma. Luz A. Agbayani and the City Engineer’s Office represented by Engr. Leonard A. Alcala for the New Cahumban Water System.
ZCWD extends its heartfelt gratitude to all stakeholders, partners, and the community for their unwavering support and collaboration in making these vital projects a reality — paving the way toward a brighter, more water-secure, and empowered future for Zamboanga City.
