ZCWD Breaks Ground for Future-Ready Office Complex in Barangay Cabatangan
In a milestone that marks the next chapter of growth and modernization for the Zamboanga City Water District (ZCWD), the groundbreaking ceremony for the proposed ZCWD Office Complex was held on May 28, 2025, at Lupong Road, Barangay Cabatangan.
The new office complex is set to address long-standing space constraints currently faced by the agency. Presently, the Main Office located at Pilar Street, Barangay Zone IV, houses the Office of the General Manager, the Finance Group, and the Administration Group. Meanwhile, the Technical Services Group and Operations Group are stationed at the Old Reservoir Compound in Barangay Pasonanca. As ZCWD continues to expand its services and workforce to meet rising customer demand, the need for a centralized, modern facility has become increasingly urgent.
To meet these demands, ZCWD has proposed the development of a consolidated Office Complex through a design-and-build scheme under Annex “G” of the IRR of RA 9184. The planned complex aims to streamline operations, improve internal coordination, and elevate service delivery, all while embracing sustainability and innovation.
Located on a 16,120 sq.m. in Barangay Cabatangan, the two-storey structure will be built using reinforced concrete with a roof deck. Its structural framework is designed to support expansion up to five storeys. The initial total floor area is estimated at 2,860 sq.m.
The new facility will house all major ZCWD departments—including the Office of the General Manager, Administration Group, Finance Group, Operations Group, and Technical Services Group—within a unified space. Interior features include workstations, office partitions, and an elevator system. Safety and utility infrastructure will include fire sprinkler and alarm systems, reliable power and water supply (with standby generator), and high-speed internet.
To accommodate operational logistics and staff needs, the site will offer:
* Parking for 93 motorcycles, 43 four-wheeled vehicles, and 13 water tankers/trucks
* An open assembly area
Looking ahead, ZCWD also plans the following additions:
* Completion of the 3rd to 5th floors
* A dedicated motorpool and storage facility
* A concrete perimeter fence with retaining wall
* A two-storey commercial building with 12 stalls
* A health and fitness facility
* Solar panel installation
* Comprehensive park and landscaping works
The groundbreaking event was graced by several ZCWD key figures, including ZCWD Board of Directors Vice Chairperson Atty. John Paul S. Pagteilan and Board Members Alan B. Dela Cruz and Eunice S. Dalisay. ZCWD General Manager Reynaldo R. Cabilin led the event alongside Assistant General Managers Michael Angelo M. Carbon (Technical Services Group), Louella A. Aguilera (Finance Group), Atty. Mark Allen M. Paredes (Operations Group), and Engr. Marli P. Acosta – De Fiesta (Administration Group). The presider for the blessing ceremony was conducted by Rev. Fr. Jeffrey O. Mirasol.
The industry partner, Mr. Gilbert S. Rodriguez, Head of the Zamboanga City Lending Center of Landbank of the Philippines, also attended, signaling solid financial support for the project. Department and Division Managers of ZCWD were likewise present in full force.
AGM Carbon opened the program with welcoming remarks. Inspirational messages followed, delivered by Vice Chairperson Pagteilan on behalf of Chairperson Ernesto F. Ubando Jr., General Manager Cabilin, and Mr. Rodriguez represented Landbank of the Philippines – Zamboanga City Lending Center. AGM De Fiesta concluded the ceremony with heartfelt closing remarks.
This project reflects ZCWD’s unwavering commitment to modernization, innovation, and public service. The ZCWD Board of Directors, led by Chairperson Ernesto F. Ubando Jr., along with General Manager Reynaldo R. Cabilin, reaffirmed their dedication to providing a better, more responsive, and future-ready water service provider for the people of Zamboanga City.
