ZCWD Breaks Ground on New Storage Facilities to Improve West Coast Water Supply

Zamboanga City – June 11, 2025 — In a bid to boost water reliability and service efficiency for the West Coast Barangays, the Zamboanga City Water District (ZCWD) held a Blessing and Groundbreaking Ceremony for its Dumalon Water System Storage Facility Project on June 11, 2025.

The Dumalon Water System has long served as a vital infrastructure initiative for the barangays of Baluno, Capisan, and Dulian—elevated communities that have historically been challenged by limited water access. It also supports lowland barangays, including Calarian, Cawit, Malagutay, San Roque, Sinunuc, and Cabatangan. However, due to the absence of storage infrastructure, the system has been prone to service interruptions during periods of high turbidity, with approximately 633 hours—or 27 calendar days—of disruptions recorded in 2022 alone.

To address these challenges, ZCWD has initiated the construction of two reinforced concrete ground tanks, each with a capacity of 300 cubic meters, in Barangays Baluno and Bandera, Dulian. These storage facilities aim to provide buffer capacity during shutdowns, offering an additional 3 to 4 hours of supply during emergencies and helping stabilize distribution during adverse weather conditions. The new facilities are expected to benefit at least 2,560 households, with a combined rated daily capacity of 2,400 cubic meters or 28 liters per second. Once operational, the tank in Baluno will serve Baluno, Cawit, and Tulungatung, while the tank in Bandera, Dulian will cater to Capisan, Dulian, Calarian, Malagutay, San Roque, Sinunuc, and Cabatangan.

General Manager Reynaldo R. Cabilin delivered the welcome remarks, Dir. John Federick P. Ruiz, ZCWD Board Secretary, representing ZCWD Chairperson Ernesto F. Ubando, Jr., gave the inspirational message. Also in attendance are ZCWD Board Member Alan B. Dela Cruz, Assistant General Managers Engr. Marli P. Acosta – De Fiesta (Administration Group), Ms. Louella A. Aguilera (Finance Group), Atty. Mark Allen M. Paredes (Operations Group), and Mr. Michael Angelo M. Carbon (Technical Services Group), who formally closed the program.

Also present to witness and support the milestone were the ZCWD Department and Division Managers, demonstrating the collective commitment of the District to this essential initiative.

ZCWD expressed its gratitude to Barangay Baluno, headed by Hon. Jim Boy G. Pablo, and Barangay Dulian, Upper Pasonanca, led by Hon. Ma. Soccoro A. Payat, for their active participation and support. A contract signing ceremony was also conducted earlier with the project contractor, Czianbendick Construction Co.
The Dumalon Storage Facility Project reflects ZCWD’s ongoing commitment to provide clean, consistent, and reliable water to all residents of Zamboanga City, especially those in underserved and geographically challenged areas.
