The Zamboanga City Water District (ZCWD) expressed its swift and decisive action in response to Mayor Khymer Adan T. Olaso’s call to expedite the repair of roads damaged by its ongoing pipe-laying operations and to accelerate project implementation to alleviate traffic congestion in the city. This intensified commitment is significantly reinforced by the recently issued Executive Order KHYM-004-2025, which provides crucial directives and support for ZCWD’s efforts.

Under the direction of the ZCWD Board of Directors, headed by Chairperson Ernesto F. Ubando, Jr., and ZCWD General Manager Reynaldo R. Cabilin, with AGM Marli Acosta De Fiesta, a comprehensive site inspection of the ongoing mainline replacement program was conducted on July 11 and 12, 2025. This inspection saw the direct involvement of Zamboanga City Mayor Khymer Adan T. Olaso, City Administrator Percival S. Ramos, and the City Engineer’s Office, headed by Engr. Christopher Navarro, underscoring the collaborative approach to addressing the city’s infrastructure needs.

“We fully support Mayor Olaso’s vision for city improvement and understand the concerns regarding traffic congestion,” stated General Manager Cabilin. “We are working closely with our contractors to ensure a concrete plan is in place to carry out these vital projects efficiently, with a strong focus on minimizing inconvenience for our constituents.”

Furthermore, ZCWD acknowledges and deeply appreciates Mayor Olaso’s Executive Order KHYM-004-2025, issued on Wednesday, July 9, 2025. This pivotal Executive Order grants ZCWD’s request for an extension of working hours, directs the strict implementation of the contract with ASAP Construction, orders the implementation of a one-way traffic scheme along Gov. Alvarez St. to manage traffic flow during construction, and establishes a dedicated inspectorate team to closely oversee the projects and ensure adherence to standards and timelines.

ZCWD is dedicated to its mission of providing reliable water services to Zamboanga City while ensuring that necessary infrastructure improvements are carried out responsibly and with the least possible impact on the community. The district will continue to work in close coordination with the City Government, leveraging the comprehensive support of Executive Order KHYM-004-2025, to achieve these shared goals of enhanced public service and urban development.
