ZCWD Conducts Asphalt Overlaying Works Along Governor Alvarez and P. Brillantes Streets Following Concrete Curing Under EO KHYM-004-2025

Following the successful completion of concrete restoration works mandated under Mayor Khymer Adan T. Olaso’s Executive Order KHYM-004-2025, the Zamboanga City Water District (ZCWD) proceeded with asphalt overlaying operations on July 24, 2025, along Governor Alvarez Street and P. Brillantes Street. These asphalt works, conducted just yesterday, signify the final phase of road restoration for areas affected by the “Mainline Replacement Program – Phase II”.
Present to witness the progress were members of the ZCWD Board of Directors, led by Chairperson Ernesto F. Ubando, Jr., together with Board Secretary John Federick P. Ruiz and Board Member Alan B. Dela Cruz, ZCWD General Manager Reynaldo R. Cabilin, and Assistant General Manager Engr. Marli P. Acosta – De Fiesta. Their presence underscored ZCWD’s strong commitment to transparency, accountability, and public service.

The asphalt overlay is a crucial step in restoring normal traffic flow and ensuring road safety in the affected areas. The project is part of ZCWD’s accelerated efforts to mitigate public inconvenience while pursuing infrastructure upgrades vital to the city’s water distribution network.

Under the leadership of Chairperson Ubando and General Manager Reynaldo R. Cabilin, ZCWD continues to work in close coordination with the City Government, particularly the City Engineer’s Office headed by Engr. Christopher Navarro, and the dedicated inspectorate team formed under EO KHYM-004-2025 to monitor compliance and ensure quality and timely completion.
