ZCWD Receives Recognition for Achieving HR Maturity Level II in All Core Systems
August 13, 2025 – The Zamboanga City Water District (ZCWD) has been awarded a Certificate of Recognition for obtaining Human Resource (HR) Maturity Level II in the core HR systems under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) during the 2025 Awards Rites at the Regional Convention of Human Resource Management Practitioners on August 13,2025, Isabela City.
Receiving the recognition on behalf of ZCWD was General Manager Reynaldo R. Cabilin, together with Officer-in-Charge for the Human Resource Department Mariam Suzette A. Sahi-Sahijuan.
Joining them in this milestone were Assistant General Manager for Administration Group Louella A. Aguilera, Assistant General Manager for Technical Services Group Engr. Marli P. Acosta–De Fiesta, and selected department and division managers and staff.
The certification recognizes the ZCWD in obtaining HR Maturity Level II in the following core HR systems:
• Recruitment, Selection, and Placement
• Performance Management
• Learning and Development
• Rewards and Recognition
PRIME-HRM is a program by the Civil Service Commission designed to empower government agencies by transforming their human resource management systems, competencies, and practices into more strategic and integrated approaches. It aims to institutionalize meritocracy and excellence in the public sector by ensuring that HR processes are not only compliant with CSC standards but also geared toward continuous improvement, efficiency, and employee development.
