January 23, 2026 – The City Government of Zamboanga, led by Hon. Khymer Adan T. Olaso, together with the Zamboanga City Water District represented by Acting General Manager Louella A. Aguilera, Technical Services Group Assistant General Manager Marli P. Acosta-De Fiesta, and ZCWD Board Director Ernesto F. Ubando, Jr.—has commenced surveying and preliminary works as part of upgrading of Old Intake with Water Storage Facility aimed at upgrading the city’s water

infrastructure.

The upgrading of the water facility has been identified as a key component of the City’s Water Security Master Plan, which seeks to address the increasing demand for potable water amid rapid urban growth and recurring dry seasons. Zamboanga City’s continued reliance on surface water from the Tumaga River underscores the urgency of developing sustainable water sources to ensure a reliable supply for residents and local enterprises.

Under the leadership of Mayor Khymer Adan T. Olaso, the City Government has intensified coordination with ZCWD technical personnel, the Protected Area Management Office (PAMO), and key city offices, including City Engineer Christopher V. Navarro, Office of the City Environment and Natural Resources (OCENR) Head Gerry P. Polisco, City Planning and Development Office (CPDO) Coordinator Ma. Luz A. Agbayani, City Budget Officer Geraldine M. Dela Paz, and City Accountant Joanne S. Hamili, to advance detailed engineering assessments, surveying activities, and preparatory works leading toward the eventual upgrading of the facility.

Mayor Olaso emphasized the importance of sustained collaboration among concerned city departments, ZCWD engineering teams, PAMO, relevant national government agencies, and affected communities to ensure that the project progresses in a responsible and coordinated manner. Ongoing engagements with regulatory bodies and technical consultants aim to ensure compliance with environmental safeguards and engineering standards, while also facilitating access to funding mechanisms and specialized technical assistance necessary for the project’s successful implementation.

The project is envisioned to become a cornerstone of Zamboanga City’s strategic infrastructure portfolio, contributing to long-term water sustainability, climate resilience, and socioeconomic development. As the initiative advances from surveying to design and eventual implementation, the City Government and ZCWD are expected to release timely updates on its progress in the coming months.
