As ZCWD aims to uphold a higher level of responsibility in providing quality service to the people of Zamboanga City, the Water Quality Division (WQD), led by Division Manager Mr. Eric V. Salaritan and OIC – Quality Control/Assurance Chief Mr. Allan Mark Ong, initiated the first steps toward Department of Health (DOH) accreditation to officially authorize the operation of the ZCWD Water Analysis Laboratory.

One of the requirements for accreditation is securing a Permit to Purchase Controlled Chemicals under Republic Act (RA) 9165 from the Philippine National Police (PNP). On April 1, 2026, Police Senior Master Sergeant Queenie San Luis and her team conducted a Security Survey and Inspection (SSI) of the laboratory and its surrounding area. They were escorted by WQD Division Manager Mr. Eric V. Salaritan, OIC – Quality Control/Assurance Chief Mr. Allan Mark Ong, and Production Department OIC Engr. Mark Benedict Reyes. Aside from meeting compliance requirements, the inspection also served as an important step in assessing the laboratory’s safety, security, and preparedness during emergency situations.

During the inspection and on the recommendation of the PNP CCTV cameras were installed, air-conditioning units were added to improve ventilation, and a grilled door was installed to strengthen the security of the controlled chemical room in the newly constructed Physical and Chemical Laboratory to comply with PNP security standards.

When the PNP returned for a follow-up inspection on April 20, 2026, the WQD successfully complied with all required security measures. Although this is only part of the requirements for securing the RA 9165 Permit to Purchase Controlled Chemicals, it signifies another completed step in the ongoing process toward DOH accreditation.

While only one step in a larger process, the successful SSI compliance highlights the Water Quality Division’s dedication to continuous improvement and regulatory excellence. As ZCWD advances toward DOH accreditation, these efforts, strongly supported by the ZCWD Board of Directors, Acting General Manager Louella A. Aguilera, and Assistant General Manager for Operations Michael Angelo M. Carbon, strengthen public trust in its commitment to providing safe, reliable, and quality water service to every Zamboangueño.
