The Zamboanga City Water District (ZCWD) officially conducted the oath-taking ceremony for its newly appointed General Manager, Retired Brigadier General Antonio John B. Divinagracia (MNSA), Philippine Army, on June 24, 2026.
Administering the oath of office was ZCWD Board of Directors Chairperson Atty. John Paul S. Pagteilan. The ceremony was witnessed by fellow members of the Board of Directors, namely Vice-Chairperson John Federick P. Ruiz, Board Secretary Eunice S. Dalisay, Board Member Ernesto F. Ubando, Jr., and Board Member Atty. Giovanni L. Luistro.
Retired Brigadier General Divinagracia brings with him a distinguished military career spanning 34 years of active service in the Armed Forces of the Philippines (AFP), in addition to his four years of cadetship at the Philippine Military Academy. Throughout his career, he accumulated extensive experience in managing military units and offices with efficiency and effectiveness, maintaining a record free from operational lapses and administrative mismanagement.
A proud Zamboangueรฑo, BGen Divinagracia (Ret.) is the only Army officer from Zamboanga City to have served as a leader, commander, and staff officer in the AFP. He also became the first Zamboangueรฑo officer to command Task Force Zamboanga following its activation in 2000. During his one-and-a-half-year stint as Task Force Zamboanga Commander, he effectively arrayed AFP tactical and special units that provided security to Zamboanga City, during which no act of terrorism was recorded.
His distinguished service also extended to the international arena, where he participated in peace support operations under the United Nations. Drawing from his vast field experience, he served as a military observer and staff officer in UN missions, contributing to efforts aimed at addressing armed conflicts and promoting peace and stability.
General Manager Divinagracia shall officially assume office effective July 1, 2026. With his assumption to office, the term of Louella A. Aguilera as Acting General Manager shall conclude. Under her stewardship, ZCWD continued pursuing key operational and infrastructure initiatives aimed at improving water service delivery to its customers.
The Zamboanga City Water District expressed its confidence that General Manager Divinagracia’s decades of leadership, integrity, and public service experience will further strengthen the organization in its mission of providing safe, reliable, and sustainable water services to the people of Zamboanga City.
