ZCWD Strengthens Gender Responsiveness Through Three-Day Gender Sensitivity Training
As part of its continuing commitment to fostering a safe, inclusive, and gender-responsive workplace, the Zamboanga City Water District (ZCWD), through its Regional Training Center (RTC), successfully conducted a three-day Gender Sensitivity Training (GST) from July 22 to 24, 2026, at the Grand Astoria Hotel, Zamboanga City.
The training formally commenced with a welcome message from General Manager BGen Antonio John B Divinagracia PA (Ret) MNSA, MPA, who underscored the importance of promoting gender equality, mutual respect, and inclusivity in the workplace. GM Divine also reaffirmed ZCWD’s commitment to upholding equal opportunities for all employees from recruitment and hiring to career development, promotion, and the overall work environment ensuring that every individual is treated with fairness, dignity, and respect.
The training was facilitated by the National GAD Resource Speaker Rosalyn Romo Echem, who served as the resource speaker throughout the three-day activity. The sessions provided participants with a deeper understanding of Gender and Development (GAD) principles and their application in public service. Topics covered included the Review of Basic GAD Concepts, Social Institutions and “The Influencer,” GAD Mandates, Republic Act No. 9710 or the Magna Carta of Women, Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC), Gender-Fair Language, Republic Act No. 11313 or the Safe Spaces Act, Republic Act No. 7877 or the Anti-Sexual Harassment Act, the Comprehensive Anti-Discrimination Ordinance (CADO) of Zamboanga City, and Gender Issues in the workplace and community.
To reinforce learning, the training incorporated interactive workshops, group discussions, reflection activities, and daily recaps. Participants actively engaged in every session by sharing insights, exchanging experiences, and collaborating during workshop activities, demonstrating their commitment to promoting gender sensitivity and inclusivity within the organization.
The activity further strengthened participants’ awareness of gender-related laws, policies, and best practices while emphasizing the role of every employee in creating a workplace free from discrimination, harassment, and gender bias. The discussions also encouraged participants to become advocates of respect, equality, and gender responsiveness in both the workplace and the communities
they serve.
The three-day training concluded with the distribution of certificates to all participants in recognition of their active participation and successful completion of the program. Through initiatives such as this, ZCWD continues to reinforce its commitment to gender mainstreaming and to building an empowered workforce that upholds equality, diversity, and respect as essential values in delivering
quality public service.
