Zamboanga City Mayor John M. Dalipe appointed Attorney John Paul S. Pagteilan and Mr. John Federick P. Ruiz to the Zamboanga City Water District (ZCWD) Board of Directors (BOD).
Atty. Pagteilan joins the board as a representative of the Professional Sector, a nominee of the Integrated Bar of the Philippines (IBP), ZAMBASULTA Chapter. He will serve the unexpired term of former ZCWD Board Chairperson James Cesar L. Makasiar, effective October 14, 2022, until December 2024.
A founding partner of Pagteilan & Go Law Office, Atty. Pagteilan previously served as an instructor in the Philosophy Department at Ateneo de Zamboanga University (AdeZU) and currently serves as an instructor at the College of Law at Western Mindanao State University (WMSU). He also held the positions of Vice-President and President of the IBP ZAMBASULTA Chapter from February 24, 2017, to February 23, 2019, and from February 24, 2019, to February 24, 2021, respectively.
Atty. Pagteilan earned a Bachelor of Arts in Philosophy from AdeZU in 2000, a Juris Doctor, and a Bachelor of Laws from WMSU in 2005, and passed the bar examination the same year.
Representing the Civic-Oriented Clubs Sector, Mr. John Federick P. Ruiz, a nominee of the Junior Chamber International (JCI) Senate Philippines – Zamboanga City Chapter (JCISP-ZCC), was formally sworn in on October 17, 2022. He will serve the unexpired term of former ZCWD board member Alvin G. Hung from October 17, 2022 – December 31, 2026.
Operations Manager of Julie’s Bakeshop chain, Mr. Ruiz served as Regional Vice – President of Junior Chamber International Philippines for Western Mindanao in 2020, National Convention Chairman of RECON Philippines, Zamboanga National Convention in 1017, Club Secretary of Zamboanga City Central Eagles Club in 2017, President of Junior Chamber International Zamboanga, Inc., in 2015 and 3rd Degree Member of Knights of Columbus Centennial Council 8068 (Tetuan Council).
With units earned at the Post Graduate School MBA at AdeZu, Mr. Ruiz is a Bachelor of Arts in Economics Graduate from AdeZU in 2004.
Atty. Pagteilan and Mr. Ruiz will join Mr. Ernesto F. Ubando, ZCWD Director representing the business and financial sector. Dir. Ubando was appointed by Mayor Dalipe on September 22, 2022, and will serve the remaining term of former BOD Director Arnold Martin B. Atilano from that day to December 2024.
In a BOD meeting held this morning, Mr. Ubando was elected as Chairperson, Atty. Pagtaelan as Vice-Chairperson and Mr. Ruiz as Secretary.
The ZCWD BOD for Women Sector and Educational Sector remains vacant as of this article.
