September 4, 2024 – The Zamboanga City Water District (ZCWD) through its Technical Services Group (TSG) conducted a Public Hearing Session regarding the implemented projects such as the:
– Diversion Dam
– Old Intake
– Sand and Grit Removal Basin (Intake)
– 21 production wells;
– Raw water transmission line (11 km)
– 549.56 kilometers Treated water transmission/Distribution pipelines
– Water Treatment Plant (Phase I-35,000 m³) with Admin office and Control Room
– Water Treatment Plant (Phase II-35,000 m³)
– Old Reservoir with a capacity of 20 million liters per day;
– Laboratory
– 3 Booster Stations
The session was conducted together with the Punong Barangays of the Service Areas at the gymnasium of Pasonanca Barangay Hall, and the Department of Environment and Natural Resources (DENR) represented by Engr. Norman Erazo, and Vergeil D. Enriquez. Also in attendance was the Protected Area Superintendent Forester Domiliza B. Campaner.
Discussions were mainly focused on the status of the water treatment plant and distribution lines of the Zamboanga City Water District (ZCWD), which were originally established before 1982, having been commissioned in 1979. Since then, various expansions and upgrades have taken place, each of which required obtaining an Environmental Compliance Certificate (ECC) to ensure adherence to environmental regulations. This Environmental Impact Statement (EIS) aims to comprehensively address all aspects of the current infrastructure, from the collection of water to its treatment and final distribution, ensuring that both existing and future developments align with sustainable environmental practices and comply with legal standards.
This pertains to ZCWD’s ongoing application for an Environmental Compliance Certificate (ECC) with the DENR-Environmental Management Bureau IX for the ZCWD Water Distribution System. As part of the requirements, a Public Hearing must be conducted, as stated in Section 13 of DENR Administrative Order (DAO) No. 2017-15, which outlines the Guidelines on Public Participation under the Philippine Environmental Impact Statement (EIS) System.
With the completion of this hearing, the ZCWD moves closer to securing the necessary Environmental Compliance Certificate (ECC), a critical step in ensuring that their water distribution projects meet both legal and environmental standards. The ZCWD reiterated its commitment to providing safe and reliable water services to the people of Zamboanga while maintaining responsible environmental stewardship. As the city continues to grow, these initiatives reflect ZCWD’s dedication to long-term, sustainable water management that will benefit both present and future generations.
