ZCWD kicks off LGU-supported pipe replacement
November 5, 2024 – The Zamboanga City Water District (ZCWD) has officially commenced the second phase of its crucial mainline replacement program. This initiative, funded by the Local Government Unit (LGU) of Zamboanga, amounted to PHP 60M or 75% of the total PHP 80M grant by the LGU. It aims to reduce Non-Revenue Water (NRW) and improve water distribution efficiency and reliability for Barangays Zone 1 to 4 residents and Santa Catalina.
Phase I of the replacement program implemented by the ZCWD with a total project cost of PHP 20M or 25% grant funded by the LGU. 3,409.38 linear meters or 568 pcs. of pipes were installed around the city proper.
Phase II of the program, covering 8,535.84 linear meters, will be implemented by contract under the supervision of the ZCWD Mainline Expansion and Rehabilitation Division (MERD) of the Technical Services Group (TSG) headed by Assistant General Manager Michael Angelo M. Carbon.
With the full support of the ZCWD Board of Directors, led by Chairperson Ernesto F. Ubando, Jr., and the leadership of General Manager Reynaldo R. Cabilin, the mainline replacement program promises to complete the project in 408 calendar days.

The City of Zamboanga passed and approved Ordinance No. 744, which allowed and appropriated Php80M to be given as a grant to the ZCWD for the rehabilitation of main lines designed to reduce NRW.
As part of the Memorandum of Agreement (MOA) signed both by the LGU and ZCWD states that upon the receipt of the entire grant amount, the ZCWD shall strictly implement the project in accordance with its plans, schedule of activities submitted to the City Engineersโ Office (CEO).
